A slip or a slap?

Was the escape of Chief Trump greatest admirer "El Chapo" Guzman just a law enforcement slip-up, or is there more sinister reason for it? According to experts, the imprisonment of Chapo led to a spike of violence in the drug trade, trade that provides the government of Mexico with a substantial source of income. A return of Chapo to his business almost certainly would have provided stability to the drug trade and reduced violence as his hard hand management methods have crushed anybody trying to take a cut from the lucrative businesses he had developed over the years. In this context was Chief Trump correct to claim that Mexico is using the drug war to dump people into the US? Of course he was.
