Obama's two sets of books

On one hand Obama tells the American people about his surgical strikes against IS, saying that we are where we want to be. On other hand under UN deal brokered by John "The Iranians broke my leg" Kerry hundreds of families of IS and in fact the maimed by the Russian bear IS injured fighters/ former executioners are allowed a free pass out of South Damascus. Since when is US providing help and comfort to people who slit the throats of Americans on world wide television? Is this conduct impeachable?
